Issue Forms for bug and feature reports plus a config.yml that disables blank issues and surfaces the security channel, the KAS-API docs, and the roadmap as contact links. The PR template encodes the vertical-slice checklist from CONTRIBUTING.md so each new endpoint PR has the same shape.
