Moving issue DARPA-ASKEM/terarium#5029 to pyciemss so that we can address it in the right place.

Hi guys I am running into a weird problem with the initial expression being cast to a long and not a float
I am not able to immediately see where this conversion is being done in pyciemss or chiro are you able to help me out?
Note that the only difference between the working and broken model is the semantics.ode.initials.expression each end with .0 for > the working model
