The mock receiver has rejected an escalation_to_human event without a valid ISO ts since 22 Sep, but the spec only showed the field in an example, leaving the reference implementation stricter than the published contract. The payload table now states the requirement, the actor-fallback wording says why it is enforced, and a dated note records it as a tightening rather than a documentation-only correction.
