Adds CI status badges for both repos to the Standards and Licensing section in the footer, matching the org README badge set.
Regarding stale badge values (Scorecard showing 4.x)
The badge images are standard external img tags that should load fresh on each browser page load (Scorecard API has 2-minute cache). The stale value was likely from the Scorecard API not having been re-evaluated recently. We triggered a fresh Scorecard run today — the badge value should update to the current score on next page load.
