CHANGELOG.md skipped from 1.13.0 straight to 1.9.0 — those six releases were only documented in GitHub release notes. Backfilled 1.9.1, 1.10.0, 1.10.1, 1.11.0, 1.12.0 and 1.12.1 in Keep a Changelog form. README: document the v1.13.0 pv_power_threshold gate (device options table, Highlights, dashboard control list).
