Chara's Toolkit v0.9.6 (patch)

Prepare the smallest release metadata update after merging #22.

• Bump @cmdr-chara/charas-toolkit from 0.9.5 to 0.9.6.
• Publish a dated v0.9.6 changelog section covering the evidence-first PR review upgrade and the existing pending release notes.
• Regenerate the canonical GitHub social-preview image showing v0.9.6 and update its Git-blob checksum manifest.

Verification

• Compared the release candidate's full Git tree with merged main: exactly four intended files changed, no removals or unrelated edits.
• The uploaded PNG's Git object SHA matches the locally rendered 1280×640 image and checked manifest (b5a638e3a531fe6dc1d958364a0302905e192594).
• Required next gates: complete PR CI (Linux validation, Windows/macOS installer, JavaScript/Python CodeQL), merge to main, then rerun required checks on the exact main SHA.
• Publish only through the manually approved Release (approved) workflow with candidate_sha equal to that CI-passing main SHA. The workflow verifies the SHA, checks, package and checksums before it creates the immutable release tag and assets.
• No automatic merge or release-on-push.

Risk and rollback

Metadata, changelog, and generated social artwork only; no runtime code, installer or dependency changes. Revert this preparation commit if checks reveal version or packaging problems. No migration or data changes.
