This PR updates the recorded company affiliations for members of the OpenTelemetry Technical Committee in project-maintainers.csv to reflect current affiliations.
Changes:
- Updates affiliations for existing Technical Committee members (e.g., Carlos Alberto, Jack Berg, Liudmila Molkova).
- Adds/records additional Technical Committee members (David Ashpole, Joshua MacDonald).
- Adds an extra Technical Committee row for Armin Ruech (currently duplicative of the section’s header row).
