Since kthena is a volcano subproject, I think we'll need a volcano maintainer to sign off. @JesseStutler, could you step in to approve this for the project? Does volcano have a contribex group like Kubernetes or Otel? If that's the case, then we could ask a contribex member to approve this.

@YaoZengzeng, could you approve or 👍 this PR to confirm your participation?

I move the programs from the project_ideas file into the README file when I load the program into the LFX platform. And I can only load the program into the LFX platform when i get all the confirmations/approvals needed from the project and mentors. Please keep targeting the project_ideas file.

Yes, 👍 @nate-double-u nate could you help us move the Kthena(it's a subproject under volcano) to the volcano section in the README? Since the large Volcano section is moved to the README

@JesseStutler It's fine in project_ideas for now, I'll move it into README when I load it into LFX. I'll take your participation in this conversation as an approval from Volcano and start the process.

The way mentors are added to programs has changed in the last couple days, so I'll load the program, then once LFX approves it, I'll add the mentors.
