While we don't require mentors to be maintainers, we do require a listed maintainer to approve the program proposals on behalf of the projects.
Also, as you're not listing yourself as a mentor, I do want to remind you, as per our contributing file, not to propose mentorship projects on behalf of a CNCF project without the project maintainers' involvement. This volunteers them for significant work they may not have planned for.
Also, these proposals don't follow the template, for instance, we need only one upstream issue, and need mentor GitHub handles.
