docs: add Dataverse and orchestration runtime guidance

Summary

• add a Dataverse connector-action reference for direct List rows retrieval, exact logical-name grounding, dynamic output schemas, and read/write consistency
• document that Question consumes the next reply inside the topic, while SendActivity plus EndDialog hands the following utterance back to generative orchestration
• clarify that publishing a Copilot Studio agent does not publish or activate independent Power Automate flows or connector connections
• add HTTP 403 sync fallback guidance that keeps local files marked out of sync until pull succeeds

Validation

• CODE_CMD=true bash extension/test-local.sh --package-only
• packaged copilot-studio-skills-1.0.11.vsix successfully with 78 files
• git diff --check
• scanned changed files for session-specific tenant IDs, URLs, names, and demo data

Note

The package script still reports its pre-existing warning that copilot-studio-advisor.agent.md references a missing run-tests skill. This PR does not modify that unrelated reference.
