🐛 fix(prompt): prompt push --owner - fails when it creates a new repo #820

Found by the #747 worker while building the official-tool prompt check (PR #819); not yet reproduced by a dedicated test.

langstar prompt push --owner - <repo> to a repo that doesn't exist yet fails: create-on-push sends the handle as -/<repo>, and the API returns 400. - means "the current workspace's handle" and should be resolved (or omitted) before the create request.

Done when

  • Pushing to a new repo with --owner - creates the repo and the commit.
  • An integration test pushes to a new repo with --owner -, then reads the prompt back and asserts on its content, and deletes it afterwards.
