Keeps this PR scoped to the member card hover effect (#117); the editor tabSize tweak was unrelated.
main added tabSize: 4 via #116, so this PR no longer needs to touch the practice workspace. Scope PR back to the member card hover change only.

• Added the same raised border, shadow, and hover movement used by Practice cards.
• Applied to every member card.
• Lint and formatting pass.
