This branch adds the tools/iraas-compare.html file - a self-contained testing tool to work against iraas and compare outputs with different image parameters (eg quantizers, quality, etc).
As a corollary, some endpoints require CORS to be enabled for the page to work. CORS is only enabled on these endpoints when the test page is enabled.
