Added a new `CountProblemAssignments` query to check if a problem is present in `assignment_group_problems`.
Updated the `DeleteProblem` service method to return an error ("PROBLEM_REFERENCED_BY_ASSIGNMENTS")
if the problem is referenced, fulfilling the TODO.
Manually regenerated sqlc interface and generated sqlc go files since `sqlc` wasn't available in the offline environment.
