Linear rate-limits

Hi! I love the changes you made, @coleam00; it's way better than the original.
The only issue I ran into is that I hit the 1,500-requests-per-hour limit in Linear, so even though the agent tried to keep working, the progress got truncated.
Any suggestions on how to avoid this?

You can create own context harness with self-hosted git like gitea or forgejo, and use the filesystem approach still. Linear is nice but $$$ at scale.
