.agents/cc-skills-golang and .agents/vue-skills were committed as submodules (gitlinks), but the repo has no .gitmodules. Because of that, the post-checkout submodule cleanup in actions/checkout fails with No url found for submodule path '.agents/cc-skills-golang' in .gitmodules, and the Scorecard analysis job fails on every push to main.

They are local agent-skill checkouts, not project code, so this PR removes them from the index and ignores .agents/. No source files change.
