Icon Off/Disabled Rendering Issues with Themes.

The icon for disabled (enabled works) does not render when pinned but is a blank space when using this theme:

my guess is it happens with other themes but I haven't tried.

Looks like if the icon is initially painted "OFF" the outline is present but if it goes from "ON" to "OFF" the paint does not preserve the icon outline. TIA
