Remove phpdbg from coverage target

Summary

Replace phpdbg with php in the coverage target so coverage runs use the standard PHP binary in this repository.

Motivation

This repo is part of contributte/contributte#73, which tracks removing phpdbg from coverage-related Makefile targets across Contributte.

What changed

• switched both coverage target commands in Makefile from -p phpdbg to -p php

Why

• aligns this repository with the org-wide coverage runner change
• avoids relying on the PHPDBG SAPI in local and CI coverage commands

Testing

• make coverage starts with the updated -p php command
• Coverage completed locally (make coverage currently fails in this environment because PHP has no Xdebug or PCOV extension loaded)
• CI passes
