feat(growth): restore negotiation maximizer skill

What changed

• Restore the original Negotiation Maximizer skill bundle: SKILL.md, OpenAI metadata, eval cases, and reference notes.
• Restore the generated Hermes tap package and add the skill to the README inventory.
• Refresh the Hermes export so the repository's export check matches the canonical tree. This also fills pre-existing generated-export gaps for TypeSafe skills and updated source skills.

Validation

• Historical skill bundle files match the last intact repository revision.
• git diff --cached --check passed.
• python3 scripts/export_hermes_skills.py reports the export current at 74 skills.
• GitHub Actions will run the repository's exporter and binary-eval workflows.
