Answers ADR 0004 open item 1 with measurements, not estimates (BigQuery patents-public-data, 184.75 GB billed; EPO OPS with repo creds): - No CN claim text in Google Patents public data (0 of 415,381 CN grants) or EPO OPS (claims: InvalidCountryCode). This is the top blocker for CN element-by-element FTO; the CNIPR manual-handoff constraint rules out CNIPR automation. - US claims are available in English for all 54,133 grants in the window. - INPADOC legal events cover CN, including annual-fee termination (CF01), term expiry (CX01), abandonment and transfers. A candidate legal-status source; latency and sufficiency for "in force" are not yet verified. - CPC-only filtering misses 97.3% of CN utility models (83.5% of CN UMs have no CPC), so the corpus must filter on IPC too. CN invention grants have no harmonized assignee, so use raw assignee plus entity resolution. - Measured volumes (e.g. CATL alone: 11,666 CN grants in 5 years) do not fit the plan's "5,000-8,000 core patents" without a defined "core" criterion. All figures were cross-checked against query outputs. Unverified items are listed separately. Query outputs are not committed (runtime artifacts); the SQL needed to reproduce them is in the doc. …first Records the product owner's 2026-10-04 decisions (US + EU first; China via crawler + 1-2 vendors after evaluation; keep H02J) and the time-window and "core" judgements that were delegated to engineering, each backed by statute and new measurements (BigQuery +99.6 GB, EPO OPS): - EP claims: 0 in Google Patents public data; available via EPO OPS in DE/EN/FR for all samples. - Time scope = "currently potentially in force", not "granted in the last 5 years": 61.4% of US and 57.3% of EP in-scope patents within the 20-year statutory term were granted before the 5-year window. Implemented as a statutory-term filter plus a legal-status check, with an as-of date, sources recorded, and published applications as a separate watch tier. Legal basis (CN Patent Law art. 42-44 and 13; 35 USC 154, 41(b); EPC art. 63, 67, 141; Reg. 1257/2012) is flagged for confirmation by qualified counsel. - "Core" = prioritization set for pre-annotation, NOT the FTO search scope: in force, in technical sub-scope, current owner in a data-derived and human-reviewed holder-group map, family in >=2 of CN/US/EP. Measured upper bounds (e.g. ~28.5k multi-jurisdiction families for the top 15 US+EP filer names) exceed the plan's 5,000-8,000; the final size is measured after legal status and the group map exist. - China: evaluation first. The CNIPR manual-handoff constraint stays; any crawler needs a compliance review before development; vendor evaluation criteria are defined. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
