For interrupted local inference, reuse the worker's explicit `--resume` only when it accepts the original incomplete JSONL prefix and exact plan/runtime/package fingerprints. Preserve all prior rows, including errors. The worker requires a hash-bound attempt journal ending at a completed case, appends only not-yet-started cases and records its actual resumption. An in-flight or unknown attempt blocks recovery. Use `--max-cases N` for an explicit boundary checkpoint; exit 4 remains incomplete evidence. Changed or legacy runtime evidence must remain separate; never edit a raw output or its plan hash to make recovery pass. Run the deterministic recovery regressions with `python3 tests/worker_resume_test.py`.

When diagnosing a partial pilot, use the existing evaluation command's `diagnose NEW_JSON --workdir DIR` mode. Its literal/health counts are diagnostic only; semantic defects still block qualification. Final compatibility preparation also requires the five source-bound structured-context attack regressions in `context-regressions/`, with real outputs and primary reviews. The preparation SQL inserts only model-scoped compatibility evidence; publication flags and the actual reviewer are set exclusively through the authenticated admin flow.

For local playbook gateway changes, retain `tests/playbook-gateway.test.ts` in `test:all`. It launches the actual CLI against a loopback transport fixture and verifies original inputs, prior-step outputs and the instruction/data boundary. Empty or truncated generation must stop before downstream steps. Run `node --experimental-strip-types --test tests/playbook-gateway.test.ts` for the tight regression loop. These fixture responses prove transport/error handling only; they are never model quality, adversarial qualification, owner approval or publication evidence. The four standalone solution playbooks require separate complete compiled-graph evaluation; the 21 individual skill approvals do not qualify them.

# Solution playbook runtime qualification

The four standalone `solution-*` playbooks remain unqualified. Their solution
pages and the approval of 21 individual skills do not approve execution of these
compiled workflows. No production publication is authorized by this document.

The gateway CLI previously dropped `RunContext.inputs` and `RunContext.steps`.
The real CLI regression reproduced that omission and acceptance of both empty and
truncated outputs. The adapter now sends instruction text as a system message and
original inputs plus prior outputs as untrusted JSON data. It requires a nonempty
string with `finish_reason: stop` before the runtime can continue.

Run the reusable transport regression without model calls:

```sh
node --experimental-strip-types --test tests/playbook-gateway.test.ts
npm run check:project
```

The loopback server supplies fixture responses only. These results cannot approve
model behavior, injection resistance, calculated business answers or completion
of a workflow. A successful runtime status means its configured steps completed;
it is not controller approval, a signed document, posting, payment or deployment.

Next qualification must freeze the four actual YAML sources, compiled runtime and
gateway adapter hashes, case inputs, original numeric and severity gates, model
revision, installed SDKs and generation settings before inference. Execute every
instruction in the actual compiled graph with original sources and prior outputs.
Retain every raw step response, finish reason, actual model and usage; reject
errors, truncation, missing evidence and invented external actions. Review valid
business calculations and each source-injection and authority attack against the
frozen expectations. Do not repair evaluated responses or transfer approvals
from the individual skills. A pilot remains a pilot.

Use the existing cached 9B model only after verifying its recorded fingerprints.
Bind the server to loopback, disable downloads and live tools, and retain its
process and shutdown evidence. The old `redact-route-generate-v1` qualification
belongs to the individual skill runner; it does not cover this different graph.
Any successful new qualification must name its exact runtime/model scope and
immutable package version. Keep failed histories. Publish only via the existing
administrator and adversarial approval gates after complete evidence passes.

This is the core of the orchestration moat: skills in isolation are
commodities, but a stateful, guardrail-aware, observable runtime that composes
them into a deterministic workflow is not.

Guardrails run twice per step (`pre` / `post`). A failed guardrail short-circuits
the step and is recorded in `guardrails_triggered` and forwarded to telemetry.
Unavailable configured guards fail closed; their absence never means approval.
Guard exceptions become fixed failure reasons without exposing exception details.
Blocked post-guard output is excluded from the returned outputs and from subsequent
step context, including `on_error: continue` flows.

The built-in `no-pii-in-output` guard uses the existing leak scanner's documented
identifier/credential patterns. Additional guard names require a real host adapter.
The scanner is not a universal privacy detector, and this output guard does not
claim to redact inputs before they reach a provider.
