The global installer and local Claude skill sync currently move replaced or retired managed skills into timestamped backup folders. This change removes those paths, drops backup reporting from the install manifest, and adds regression coverage so Toolbox no longer retains installer backups.\n\nValidation: npm run check passed; focused skills suite passed (31 tests).
