• Goal: Stop AGENTS.md from repeating the loop contract and the label table, and point at the files PR ci: agent-loop-contract additions #39 added.
• Scope (paths/files): AGENTS.md
• Steps:
  1. Remove the loop steps, plan-field table, and seven bans from AGENTS.md.
  2. Point at docs/adr/agent-loop-contract.md and docs/agents/triage-labels.md.
  3. Keep the self-test commands and one-line links for the Scope check, fail-twice, and the hook.
• Success criteria (verifiable):
  • Required checks pass
  • AGENTS.md links to docs/adr/agent-loop-contract.md and docs/agents/triage-labels.md
• Risks + mitigations: Docs-only. The rules still live in the ADR.
• Rollback / escalation plan: Revert the file.
