Plan (required)

• Goal: Add repository instructions and the loop skill so an agent learns the boundaries before it edits.
• Scope (paths/files): AGENTS.md, .github/copilot-instructions.md, .github/instructions/scripts.instructions.md, .github/instructions/workflows.instructions.md, .github/skills/agent-loop/SKILL.md
• Steps:
  1. Keep AGENTS.md as the index. Name the three self-test commands Plan Gate already runs, name the branch pattern, and link the loop skill.
  2. Add short Copilot instructions with the same boundaries.
  3. Add path-scoped instruction files for scripts and workflows, each with applyTo frontmatter.
  4. Add the agent-loop skill with the claim, branch, pull request, and stop procedure from the What is the agent loop contract? #11 contract.
• Success criteria (verifiable):
  • Each instruction file has real applyTo frontmatter.
  • AGENTS.md names the self-test commands and the branch pattern, and links to the skill.
  • A reviewer can tell which file is the index, which files are path-scoped, and which file is the procedure.
• Risks + mitigations: Docs only. The index names three self-test commands because Plan Gate already runs three. The issue text said two.
• Rollback / escalation plan: Revert the merge commit. No workflow or hook behavior changes.
