Save and relay announcements to IRC channel

Send ACP announcements to the IRC channel.
While an announcement is active, the frame gets sent each login so there needs to be some way to store the last announcement, so it doesn't get sent to IRC more than once.

This will be a bit tricky to test without having a server with admin privileges...
