P1.3d 独立整改：字幕批准、Workflow Job 和交付模式原子提交；成片激活绑定 lease/revision；中断接管清理本执行残留；字幕完成与流水线续跑、发布草稿恢复具备持久化证据。验证：Ruff、Compileall 通过，10 组隔离测试 167 passed，活动 SQLite 大小与 SHA256 前后一致。未执行真实 AI、FFmpeg 投稿、Chrome 或活动库迁移。
