agent-tools/cli is a workspace of the root package, but Dependabot also had a separate /agent-tools npm entry. Its PRs bumped the CLI manifest and agent-tools/package-lock.json but not the root package-lock.json, so npm ci failed in every CI job (#26, #28).

Nothing installs from agent-tools/package-lock.json. Every install, build, and release path runs npm ci at the root. The only thing that used the file was the npm --prefix agent-tools audit CI step.

Changes

  • .github/dependabot.yml: remove the /agent-tools npm entry. The root entry already updates workspace manifests (that's how client/ and api/ bumps work), so CLI dependency bumps will now update the root lockfile.
  • Delete agent-tools/package-lock.json, and add agent-tools/.npmrc with package-lock=false so running npm install there doesn't recreate it.
  • CI: drop npm --prefix agent-tools audit. Root npm audit covers all workspaces, including agent-tools/cli.
  • CONTRIBUTING: update the audit instructions to match.

Verification

  • The root lockfile already locks agent-tools/cli and all its devDependencies.
  • npm audit at the root: 0 vulnerabilities.
  • npm --prefix agent-tools run check:cli and the precommit checks pass.

Ordering

#26 and #28 modify agent-tools/package-lock.json, which this PR deletes. Merge them first and then rebase this PR (dropping the lockfile again), or merge this first and close them; Dependabot will reopen equivalent bumps from the root entry.

agent-tools/cli is a workspace of the root package, so Dependabot's
separate /agent-tools entry produced PRs that bumped the CLI manifest
and agent-tools/package-lock.json but not the root lockfile, breaking
npm ci in CI (#26, #28). Nothing installs from the agent-tools
lockfile; it was only audited.

Drop the /agent-tools Dependabot entry so the root entry handles the
CLI, delete the redundant lockfile, stop it from being regenerated,
and rely on the root npm audit, which covers all workspaces.
