docs: document consumer update expectation and version drift - #79

Add scripts/consumer-drift.sh (make consumer-drift) to reproducibly list which corekit version every sibling repo pins, annotate the README package table with each package's introduction version, and add docs/migrations.md with real per-minor-release migration notes back to v0.3.0.
