Fix long Claude note enhancements and prepare v0.1.8

Summary

• Stream Claude responses for long note enhancements so tunnel or proxy idle timeouts do not cut off generation around one minute.
• Assemble text deltas, reject incomplete or truncated streams, and surface provider errors.
• Increase explicit request timeouts and bump Seminarly to v0.1.8 (build 9).

Verification

• macOS test suite: 425 passed, 0 failed.
• Signing identity resolver tests passed.
• git diff --check passed.
