CD Driver doesn't survive standby in win98

USBODE is still alive and functional but no drive letter shows in Explorer. I can use the web interface to initiate a reboot and then all it fine.

I think this is closely related to the way the ITX Llama BIOS is handling boot, and USB active/suspend methods within the circle framework. I'm going to pull this into the backlog.

I think this issue is resolved with the latest builds, but we need testing to confirm.
