Weekly issue hygiene: open issues linked by merged PRs #323

Description

@dborup

Tracking issue for the weekly issue-hygiene check.

PRs in this fork link issues with Relates to #N rather than a closing keyword. A closing keyword in a commit cherry-picked upstream would close an unrelated upstream issue, and multi-milestone issues must not close on their first PR. Issues are therefore closed manually after merge, with "Fixed by #PR (merged as sha)".

Every Monday a scheduled job lists the open issues that a PR merged in the last 14 days links with Relates to/Fixes/Closes. Issues that are deliberately kept open carry the keep-open label and are skipped. A comment is posted here only when there are candidates. For each candidate, either:

  • close it, if the merged work completes it; or
  • add keep-open, if a milestone or follow-up remains.

Keep this issue open.
