style(panels): soft corners and solid rules on the tool panels

Summary

The three "tool panels" on the homepage now share soft corners and solid 1px rules. They used to have square corners and dashed borders.

• Hero terminal (.terminal, §01): the outer border and header rule are now solid. Corners are rounded.
• Fleet status (.fleet, §05): the outer border and header rule are now solid. Corners are rounded. The Σ divider was already solid.
• FAQ answer card (.faq-card, §04): the border is now solid. Corners are rounded.
• A new --panel-radius: 6px token in :root sets the radius for all three, so they stay consistent. The hard 7px offset shadows follow the rounded corners.
• Focus outlines on nav items and FAQ questions stay dashed on purpose, so a focus ring doesn't look like a panel border. The comments now explain this and no longer say the outlines match the panel borders.

Test plan

• pnpm exec prettier --check app/globals.css
• Dev server: computed styles show solid borders and a 6px radius on .terminal, .fleet and the selected .faq-card, and solid rules under .terminal-head and .fleet-head
• Checked all three panels visually at mobile width
