Bugfixes and new blindscan algorithm for stid135

Merged changes from tbs.
Fixed bug with mutex locking which can lock up the card after many days of use.
Updated blindscan specral-peaks algorithm for stid135. It is now faster and more reliable

Support for si2183 cards and for IQ samples

Blindscan and spectrum scan supported on tbs6504/sis2813 (satellite only)
Constellation samples download now also supported for stid135 and stv091x.
