PortaPy 3.14.0 final promotion

makes the standalone parser/frontend/VM the canonical build_native_typed.py artifact
marks source execution ready and removes the remaining release blockers
requires full-runtime metadata in the release gate
runs every native C host plus the Python environment adapter on Linux and Windows
extends the adapter gate across closures, classes, keyword calls, loops, exceptions, and traceback objects
adds the final 3.14.0 build/checksum/publish workflow

The merged full-core transition has already returned full-core=42 through the stable Linux reference ABI, and the identical Windows source has completed native semantic lowering/code generation. This PR gates the production DLL/SO promotion through the existing cross-platform ABI suite.
