update deno deploy CLI docs with new commands and flags#2906

Add documentation for create (full flags + interactive wizard), database management, switch, and logout subcommands. Add CLI alternatives to Deploy reference pages for apps, databases, env vars, and observability.
Focus this branch on apps and deno deploy create command only. Reverts CLI sections from databases, env_vars_and_contexts, and observability back to main. Adds intro paragraph to apps creating section and fixes button label.
