Adds an issue labeler workflow modeled on dependabot-core's. It applies the
allowlistlabel to pull requests whose title or description mentions "allowlist" or "allow-list".Note:
github/issue-labelermatches regexes against the title and description text, not changed files. Tested against the last 80 PRs: it labels all 23 PRs that changedinternal/handlers/egress_allowlist_defaults.yaml, plus 7 allowlist-feature PRs.Uses
pull_request_target(needed to label fork PRs) without checking out or running PR code; the config is read from the base branch. The action is pinned to thev3.5commit.
