Restoring the device state when it's detected

This restores the device's state even when:

• The device is disconnected and then re-connected.
• When your computer falls asleep and stops powering the USB

It's done with a udev rule triggered by the USB vendor id of the keyboard.

@OGKryptoCoder All you need to is:

cp 99-g213colors.rules /etc/udev/rules.d/99-g213colors.rules

UDEV would pick up the new rules and treat them accordingly. I modified the Makefile to do that as well on make install.
