Implements the reviewed OpenTimestamps worker follow-up and independent Bitcoin Core-backed Rust anchor verification. Records the upstream corepc-client production-use warning and its read-only blast radius in ADR 0002 and verifier-cli README. Adds a pinned Bitcoin Core 29.0 regtest run to the required verifier CI job. Local verification: cargo clippy --all-targets --all-features -- -D warnings; cargo test (22 passed, 0 failed, 1 external test ignored); real regtest test previously passed explicitly.
