chore(deps-dev): Bump the dev-tools group with 8 updates

Bumps @tailwindcss/postcss, @tailwindcss/vite, autoprefixer, electron,
happy-dom, postcss, and vite. typescript is intentionally kept at
^6.0.3 (not bumped to ^7.0.2) because @typescript-eslint currently
only supports typescript <6.1.0; bumping it broke ESLint with:
TypeError: Cannot read properties of undefined (reading 'Cjs')
