ASNT-34: Wire cloud-sync xlsx fetch (rows + notes) into the wizard #33
Description
Overview
Rewire the project-creation wizard's Google Sheet entry path off the legacy CSV fetch onto cloud_sync::fetch_sheet, which returns rows AND cell notes from a single .xlsx download.

Done. The wizard now fetches through
cloud_sync::fetch_sheeton both paths —steps/files.rs::check_sheet_linkandsteps/columns.rs::load_config_from_sheet— andfetch_sheet_csv/cache_path_for/the LEGACY banner are gone (last touched, and removed, in afc2549; the xlsx path came from 12f85fe and 322beb2, all on main).SheetDatamaps intoSpreadsheetPreviewincrates/project-wizard/src/data.rs, resolving note coordinates against the used-range origin and dropping notes outside the imported grid. The extracted notes land in the project manifest:steps/review.rscallssettings::project::write_notesinto the.qrate__notestable, from where they surface in the Problems panel — that half is f3f908d onfeat/diagnostics(PR #65), not yet merged to main.
