Implement local Whisper voice capture pipeline

Summary

• add utilities to record audio locally and transcribe with Whisper, including dependency checks and helpful error messages
• extend the capture CLI with voice recording options and voice note front matter metadata
• cover the new utilities with unit tests for recording, transcription failure, and path handling
