Summary: Adds Azure provider support for Claude via Azure AI Model Catalog (Messages API style).
Config: Adds example stanza in config.example.toml under providers.azure.
Implementation: New AzureProvider + wiring into config/core/planner.
How to test:
Add a local config.toml with [providers.azure.default] and set default_provider = "azure.default"
Run a simple prompt and confirm requests go through Azure.
This will be really helpful for people like me who use their Azure api keys (and their free azure credits for coding).
