Updates the README to document that functions can now be written in Starlark in addition to Lua. Adds a Starlark
handlerexample alongside the existing Lua one, notes that a function's language is chosen at creation and fixed for its lifetime, and documents Starlark's restrictions versus full Python. Also reflects Starlark across the features list, beta notice,llms.txtreference, CLI (--language starlarkflag and thelunar-starlarkskill), and the runtime architecture section.
