Replaces mixed self-hosted plus ci-pool label arrays with single scale-set selectors across CI, upstream drift, Release Please, and stale automation. Local verification: Actionlint, fleet repository contract, no mixed selectors, 15/15 CI changed-path tests, and diff hygiene.
