Rebuilds repository-contract enforcement and CodeQL cleanup on current rmcp 3.1.0 main, routes jobs through single scale-set selectors, refreshes MCP schema docs, fixes the cargo-deny invocation, and allocates dynamic ports for persistent System runners. Locally passed Actionlint, fleet contract, template contracts, cargo deny, container smoke, SSH pool, and live JSON-RPC over SSH.
