Add the adc protocol doc "git-able"

1. You should rename the repository name from protocol to adc-code (following https://github.com/direct-connect/nmdc-code)
2. You should commit https://adc.sourceforge.io/ADC-Recommendations.html / https://adc.sourceforge.io/ADC-EXT.html from beginning and commit each new version to permit easy diff between version 1.0.1 and version 1.0.2 for example

This repository was meant for both protocols, so it will eventually contain both NMDC and ADC specs. So the name will still be protocol. Or maybe I'll rename it to protocols.

The nmdc-code is just a mirror of official DCNF repo, so the name reflects the name of their repository.

But in general yes, I agree that we should take time to rebuild the revision history of those specs in Git. I don't think those specs are being properly maintained by DCNF.

Managed to import the ADC commit history from SVN: https://github.com/direct-connect/protocols/graphs/contributors.

Still need to import the lastest version from Gitlab as well.
