Introduce the "oblique" orientation with per-axis skew (skewx/skewy) attributes. Updated DTD, XSD, JSON, TMX and Lua formats, added ObliqueRenderer implementation, and integrated the new orientation option and related properties in the UI and undo system. Skew X/Y properties are displayed as a single "Skew" property in the Properties view. Also fixed the map view to repaint when the 'Render Order' property is changed. Closes #2917
