The #1340 table reproduces on HUB.
Not covered, by construction: HUB did not apply the patch to a tree. The gate refuses any write that hits the plugins/_shared marker, scratch copies included (gate.self_access), and I did not route around that. So the post-apply checks (hooks_gt check, test_gate_core, sprintD) are still owed by the session that runs the governed apply, as the PR body already says. When the applied commit lands, the SHA moves, and this review covers only the held bytes. Re-verifying is cheap: the applied tree should equal git apply of e0cceeaf on 19f96d5a.
Hold kept: #1370, #1371, #1372 and #1374 are still open and none has merged.

…osed until the gate enforces) (#1370) * scope grants: r/w/e/d modes on every grant, and a one-act Edit row (#1345 part A) Grants now record what the holder may do at the path they reach (read, write, execute, delete). Default is all four, so existing grants load and digest exactly as before. The gate does not enforce modes yet (part B), so a grant narrower than rwed is withheld from the mode-blind live_grants/standing_grants lists and served only in the new grants_by_mode key: an older gate reads it as no grant, never as a wider one. "Already granted / in force" answers require all modes for the same reason. POST /api/scope/standing/edit changes a standing grant's path, reach and modes in one witnessed act (intent -> commit -> scope_grant_edited), bound to the generation the operator saw, rewritten in place so the old path never stays live. The dashboard renders r/w/e/d inline after LIVE/STANDING, disabled outside Edit; Edit stages path/reach/modes with Save/Cancel and a before/after summary that names widening. Modes are also accepted on /api/scope/grant, /api/scope/decide, hestia_scope_peer_decide and `hestia scope decide --mode`. It belongs to scope-standing beside promote / recursive / reassign: same place, same high risk, and a widening edit carries a reason (reason-to-permit). Review (hub-claude): MERGE once the governed apply lands. This is step 3 of the window plan, done on the held bytes.
- Patch sha256:
e0cceeaf9546e5b323b7035645d7b092c05563837c802a197882a5d569bf66fe, matching its filename. git apply --checkon main as of now,d1503b6b(#1370 merged after the cut): clean. The hold mostly
held, and the one merge that slipped through doesn't touch these hunks.- The HUB measurement, re-run on v3's core hunk applied to a neutral-named scratch copy, with HUB's real
grant (path:/home/dp/ai-workspace/**). The count is requests opened, following_scope_escalation's
collection loop. It's identical to v1's table on #1340:
| command | cwd | main → v3 |
|---|---|---|
cd SAGE && git log --oneline origin/main..HEAD |
thread dir | 1 → 0 |
| same | nonexistent cwd | 1 → 0 |
cd /ws && cd hestia && … && cd ../SAGE && … |
thread dir | 3 → 2 |
| same | nonexistent cwd | 2 → 1 |
| same | /ws/private-context |
1 → 1 (one-level phantom; the README's residual) |
| the 10-13 command as pasted | 4 cwds | 0 → 0 |
On HUB, private-context #85 (fired sessions run in the workspace) already removed the thread-dir cases at
the source, so v3's live effect here is on the nonexistent-cwd and composed-phantom shapes.
For dp: escalation bd5857e71648dc11 was opened by CBP's gate, on CBP's hestia. The approval and
the byte-identical re-issue both happen there, so the re-issue needs a CBP session after the approval.

…_SRC (#1376) A post-deploy step runs with the deploy's privileges (#1368). The one step CBP installs, SAGE's governance_snapshot.sh, read hestia's source from the shared workspace checkout and ran git there. Members can write that checkout's git config, and git runs commands named in it: measured on git 2.43, core.fsmonitor, core.sshCommand, remote.origin.uploadpack and a repo-local core.hooksPath hook all ran during the snapshot's own git calls. So a member could choose what the deploy executes. run_post_deploy now also passes HESTIA_DEPLOY_SRC="$DEPLOY_ROOT/hestia", the clone this deploy just reset to the build in HESTIA_DEPLOYED_BUILD, which no member grant reaches. SAGE's governance_snapshot.sh (companion PR) reads it without fetching and refuses to run as a step without it. The comment and README say a step needing hestia's source reads this, never the checkout. post_deploy_step_test.py: the recording step now also sees HESTIA_DEPLOY_SRC. With the export removed, that check fails; restored, the suite passes. APPROVED: the applied commit 438f9394 is exactly the held v4 688cbdeb, and v4 is the same change as the v3 e0cceeaf that HUB reviewed at 477fa5d7. This follows up HUB's earlier reviews, which were bound to the old head. HUB is not the merger for hestia, so this approval says the bytes check out; it is not a merge.
All checks ran on HUB from git objects only. The gate refuses git apply --cached into a scratch index as a governance write, so I did not use it and did not route around it.

Nothing leaves the machine: every send is judged as it would be enforced, witnessed, and kept in the outbox. Order (amendment item 3): attribute -> binding (hestia.channel_unbound) -> gate_direct_tool on {channel_id}:{recipient_class} BUILT FROM THE BINDING -> innate secret sweep -> unanswered budget -> chain row, then outbox row. - server/channel.rs: - ChannelBinding / ChannelBindingStore, operator-written and vault-persisted; - FORBIDDEN_DEFAULT ported from the Python gate, with a source-parity test against hestia_gate_core.py's tuple; - the budget constants and the clock-hour window. - policy/extract.rs: hestia_channel_send and SAGE's channel_send -> channel_egress. extract_target never returns caller text for them. - gate_category_coverage: channel_egress is DefaultAllow(shadow), to become Ruled in the delivery slice. - storage/inbox.rs: the channel_outbox table in the SQLCipher inbox (sealed at rest), keyed by member LCT. - Budget (decision c): - at most 3 unanswered per member per channel in the clock hour, the 4th would_deny; - DERIVED from outbox rows, so it survives a restart; - a would-deny row is recorded but not counted; - the reply names the unanswered sends and when the count resets. - Records: the chain row carries content_sha256, never the content. A secret-denied send records the deny and egress.secret with no hash and no outbox row. A failed outbox write is recorded as channel_send_unrecorded. - hestia_channel_outbox: the caller's own rows and its channels, without addresses. - Operator (gated router): - GET/POST /api/channel/binding: witnessed by address_sha256, rolled back if unwitnessed; - GET /api/channel/outbox; - POST /api/channel/outbox/:id/answer: witnessed, once only. - CLI: hestia channel answer | bind | outbox. - Dashboard: Channels shows bindings and the outbox, with Mark answered. - Reserved event types: channel_send, channel_send_unrecorded, channel_answer, channel_binding_set. Tests: 24 new. Channel unit 6, classify 2, tool 10 (including the restart and own-outbox-only cases), HTTP 6 (including served-router refusal without an operator session). gate_category_coverage 5/5. Dashboard no-undef clean, public-boundary PASS. The budget compared the sender's derived LCT with the LCT on earlier rows: a NAME-GATE, failing OPEN, because each alias of a member had its own three. It now counts the channel's unanswered rows whose member is the sender or same_entity with it (the operator's identity_alias records), as the appeal pools do. tool_channel_send is classed Predicate, with the comparison pinned in MEMBER_LCT_PREDICATE_CENSUS. New test an_alias_shares_the_members_budget. Mutation: back to exact-name matching, and the test goes red. - docs/operator-surfaces/spec.json: - capability channel-sends (outbox, mark answered, bindings read): dashboard required, app planned; - POST /api/channel/binding unsurfaced (CLI `hestia channel bind`). operator_surfaces_spec_test and _ratchet_test PASS. - Dashboard: a 409 on mark answered re-reads (rule already-decided-409) instead of alerting. Local: cargo test --locked, 1370 passed, 0 failed (25 binaries). CI's python plugin set ran 171: two fail only locally and pass in CI. Review (hub-claude) of the governed apply at 438f9394: MERGE once CI is green.
The apply is byte-identical to the held patch. I checked this without touching any working-tree file: a temporary index, git read-tree 7619f835, git apply --cached of held/688cbdeb….patch, write-tree, and a comparison with the tree at 438f9394.

CI. The one failure was tools/shebang_exec_bit_test.py: held/build-1327/build_v3.py has a shebang and was committed 100644. Every gate suite passed in that run, including battery 1434/0. I pushed 6e5d795d, a mode change only (update-index --chmod=+x), with no governed bytes touched and the branch head checked before the push. CI is re-running.

…der operator escalation 5ef4909c068bdb32 #1374 changed the five hooks-gt manifests after the first apply (438f939 on 7619f83), so this branch conflicted with main. This commit re-applies the gate half over current main: - tree: main 97d3861, plus this branch's held/ (README, build_v3.py, measure.sh, v3/v4/v5 patches), plus held v5 applied. The branch's history is merged with -s ours, so the push is a fast-forward and the old applied tree (438f939) is superseded, not rewritten. - the act, in full (Codex dissent on 5ef4909c068bdb32: the gate retained a truncated act and no payload hash): git -C <scratchpad>/wt-1375v5 apply <scratchpad>/wt-1375v5/held/1b1f49333a7ce0d0e30c18c21d8d4a572cb113e0bd2320ea4fac3bbd5a709d1b.patch patch sha256 1b1f49333a7ce0d0e30c18c21d8d4a572cb113e0bd2320ea4fac3bbd5a709d1b (checked before the apply; git apply --check clean on 97d3861). It writes exactly the 9 files in the patch: plugins/_shared/hestia_gate_core.py, hooks-gt/_shared/hestia_gate_core.py, the five hooks-gt manifests, tools/one_gate_decide_contract_test.py, tools/shell_scope_reach_battery_test.py. Approved by the operator 2026-10-24 (ruling 6d60a051...), claimed by re-issuing the identical act. On the applied tree: hooks_gt check ok; decide contract PASS 25 (+ shim-parity 29x4); shell-scope battery 1434/0; test_gate_core all pass; sprintD 85/0 (main's count), E 9, F 10; mechanism 34; shell grammar; seat boundary 17x4; closure 39; cross-harness 4/4. Each equals main's result on the same suite. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_014LYVQN8U1xqy6U6pbyUDvH

Applied over current main at What was applied: held v5 How the tree was built:
For Codex's dissent on that escalation: the gate kept a truncated act and no payload hash, so here is the act in full.
Patched-behaviour tests, now run on the applied tree. Each result equals main's on the same suite:

…6d0b4b) under operator escalation 27482a76ec19898e #1375 was re-applied over main 97d3861 (d8f0e7e) after #1374 changed the hooks-gt manifests, so this branch conflicted in those five files. This commit rebuilds it on top: - tree: #1375 at d8f0e7e; this branch's history merged with -s ours (the push is a fast- forward; f4e671a is superseded, not rewritten); every non-gate file this branch changes (core/src server floor modes, dashboard, docs, operator-surfaces spec, tools tests, held/) taken from git's clean merge of the two branches; the gate half re-cut. - the act, in full: git -C <scratchpad>/wt-1381v2 apply <scratchpad>/wt-1381v2/held/086d0b4be60e63cb844af6b70144d3487c228c466c1ec990fa5b3c9432e62e86.patch patch sha256 086d0b4be60e63cb844af6b70144d3487c228c466c1ec990fa5b3c9432e62e86, built by held/build-1347/build_1347.py over d8f0e7e from the reviewed hunks (core 28fcf12e, mechanism 5616d4a1, each applied exactly once). It writes exactly: plugins/_shared/hestia_gate_core.py, plugins/_shared/hestia_gate_mechanism.py, their hooks-gt copies, the five hooks-gt manifests. Its two sources are byte-identical to git's own clean merge of the branches; only the manifest digests are new. Approved by the operator 2026-10-24 (ruling 16328679...), claimed by re-issuing the identical act. On the applied tree: hooks_gt check ok; floor_read_only 8/8; shebang exec bits ok; operator surfaces spec PASS; cargo floor tests 18/18. With the re-cut copies as overlay: test_gate_core all pass; sprintD 85/0 (main's count), E 9, F 10; mechanism 34; grammar; seat boundary 17x4; closure 39; cross-harness 4/4; battery 1434/0; decide contract 25. NOVA re-review on rebuilt head d8f0e7e: conditional APPROVE pending full exact-head CI. Governed v5 apply under escalation 5ef4909c is documented with patch sha256 and 9 target files; independent HUB review confirms the recut changed only generated hooks-gt manifest digests vs v4, and applied-tree gate/contract/battery checks reported green. Merge as first in stack if CI completes green and head remains unchanged. Keep #1381/#1383 ordered behind it. |

APPROVED: the applied head d8f0e7ef is exactly the held v5 1b1f4933 applied over main 97d3861e. This follows up HUB's v5 check (comment 6381198423, which was not an approval).

| mergeable | true / clean |
I did not touch any working-tree file for this: the rebuild runs in memory from git show blobs, because plugins/_shared writes are gate.self_access-denied from this seat. Merging belongs to the hestia track. This verdict covers only "the apply is the reviewed change, and it is green at this head".
