results: AC2 passes for bert-base-uncased on full OOS+ data - #6

Three seeds (42, 43, 44) trained at b3a59e2 with a clean tree. Test in-scope accuracy 96.51 / 96.40 / 96.22 percent against the 95.7 percent engineering threshold; test OOS recall 58.3 / 55.8 / 56.7 percent. Commits the per-run records, the verdict and the logits manifest; the logits archives go to a release. Adds DEVLOG.
