Adds vivado/fmax.tcl, which drives the same registered-boundary harnesses as fmax.sh with the two async_fifo clock domains declared asynchronous, and reproduces the README frequencies. The README moves from open-flow figures to the exact Vivado ones, 346.1 MHz for sync_fifo and 375.8 write with 409.2 read for async_fifo. Also normalizes testbench comment style.
